  • STEP 1- Signatures on the petition to join the water district as a “defined area” must total to 50% plus $1.00 of the total assessed value of all properties in Apache Shores. Deadline: May 31, 2026. Once the petition is successful - go to Step 2.

  • STEP 2 - November 3, 2026 Election Day. There will be two ballot measures - one for Apache Shores registered voters agreeing to join the water district (and setting the maximum tax rate), and one for all roughly 13,000 water district customers/registered voters agreeing to allow Apache Shores “defined area” to join water district. Once the ballot measures pass and are certified, go to Step 3. Note that this will be by simple majority vote. If ten people vote “For” and two people vote “Against”, the measures pass.

  • STEP 3 - The $160 per month out-of-district fee that everyone has been paying during 2026 will be removed from water bills effective December 2026.

  • STEP 4 - The new WCID property taxes will come into effect in January 2028 (for tax year 2027).

  • STEP 5 - WCID17 engineering staff is already planning the five (5) design/construction phases and will immediately bid out the engineering services for the first phase In January 2027. Once construction documents are complete there will be a public bidding process, the contract for Phase 1 will be awarded, and construction will begin. Each design and construction phase will be approximately 18-24 months, and will occur sequentially over approximately 10 years.
